clutch pedal low

ok so today while i was driving my 91 240sx, the clutch pedal felt really low at times so much where i couldnt even get into 1st gear after coming to dead stop, but at other times the clutch pedal felt a lot better still a little low but no where as bad as the other times, i checked the fluid on the clutch master cylinder and the fluid was about halfway, with no signs of leaks, could it be i have a bad clutch or could it be something in the hydraulic system?? any help or advice will be greatly appreciated
