cluster gauge lights, windshield wipers don't work.

was hoping that someone can help me with this problem. I bought a 95s14 about a year ago the previous owner rigged the windshield wipers to a separate switch it was a lose connection tried to fix it but the wipers stopped working and cluster gauge light's lights on the cluster were always dim after messing with the lose wire the cluster gauge lit up the way it should be,then every think quit working. I already checked all the fuses all are good culd the cluster gauge circuit board be bad please help.
