Clogged cat?

Would a clogged cat cause my engine to bog down? It seems that the longer period of a time I drive it, it wants to accelerate slower. Plus i think I saw a couple puffs of smoke between the downpipe and cat flanges. Also rattling when I accelerate. Idle and cruise it goes away.

Yes. put a vaccum gauge on it and use enough vaccum line to run it to where you can see it while driving. Tee it into your fp reg vaccum hose. At steady speed your vaccum should be around 20Hg. If it slowly drops while your having the problem then yes you have a restricted exhaust.
