NISTECH is correct: the clock(display) should be on all the time. This threw me at first too, but that's the way it is. Because it's not back-lit, it doesn't draw much more current than just keeping the time.
In regards to your other problem... There are two accessory relays used in your electrical system. One is in the engine bay, and the other above the fuse panel, under driver-side dash.
Also are you 100% sure your radio is wired up correctly? You may have the +12V constant wired into the switched input on the radio. (this along with a poor/intermittent connection could cause this)
This may sound odd, but check the grounds on the harness going to and near the alternator. When I was working with my electrical system(before engine was in), I noticed that without the connectors on the alternator and those grounds, my HVAC lights and other things remained on, even with key out.
Does anything else remain on, or *only* the radio?
