Clear film on wheels

The wheels on my J30 have a clear film that's flaking off in spots but with the exception of those loose spots, it won't remove easily. Anyone have a suggestion for what I can do to get it off without scraping up my wheels?

That would be the clear coat coming off. You'll have to have the wheels refinished to fix the problem.
