Cleaning tools?

hey folks, i was wondering if anybody know what is the best solvent to use to clean tools....i left some of my tools outside on accident it got a little rusted....thanks in advance for any info

if they are rusty, just use some sort of petroleum based stuff (wd-40 and steel wool or something)
