So, I just noticed there are some smudges on the passenger side sun visor (Probably makeup, thanks wife of mine). What's the safest and easiest way to clean the cloth material without causing issues?

You may want to do a test with makeup on similar material off the car. My thoughts would tend to trend towards using a steamer for best results to lift the makeup off the material, other methods may rub it in.

If the makeup is wax based it may be as simple as hot water with a vacuum.
