cigarette lighter wiring

I'm having a tough time getting the cigarette lighter to work properly. I'm assuming the black 16 gauge wire is the ground. When I touch this black wire to the body of the lighter or the other post beside the grounding post it sparks, powers the lighter, and then blows out the fuse. However, when the wires are connected to where they should be, the lighter doesn't recieve power. I ruled out a faulty lighter seeing as it still can turn on before the fuse blows, and that doesn't leave me with anything else to go on that I can think of.

Any ideas?

i've been lazy and i've been living with it, but this new cell phone is really in need of a freaking car charger -__-
