cigarette lighter doesn't work. How can I fix this?

I want to use some electronics while driving and realized that the cigarette lighter by the armrest of driver's seat doesn't work at all. How can I fix this? Is there a fuse for this?

Are you checking it with the key on or off? most of them dont have power when the key is off.

I'm checking it with engine turned on. It never gets hot.

is this an s13? the fuse for the cigarette lighter is in the drivers kickpanel. pull it and see if it is blown. if it blows when you try using it with the new fuse then your power wire is grounding and you need to find where. but if it works fine then you have nothing to worry about.
