tps shouldnt cause a "chugging" if anything if it where out of adjustment it would cause a surge you would feel. the air flow meter more controls the fuel control. is the car starting out in a higher gear maybe? there are some variables here. try taking off with the shifter in first gear position(assuming your cars an auto here) if you dont get the same effect it might be tps as your thinking as the trans uses the tps to decide when to shift the car. If you use a volt meter you check the grey connector coming of the tps on a short pig tail , find the wire that sweeps voltage[it would be plugge din and you would be back probing the connecter with a T pin of files paper clip] should be the center wire at rest with the car warmed up it should be around.48 to .52 volts.
