Has anyone covered the chrome with vinyl? I'm not a fan of plastic chrome, I'm thinking of using a matte black.

Plastic chrome is actually electroplated aluminum, so it needs a bit different treatment than paint in order to take adhesive. Clean it with a non-residual cleaner like alcohol or adhesive-remover and then kiln it with white vinegar before applying the vinyl.

I actually did this and had the installer take it off. Not because it didn’t look good, it was just a poor install. I used a local guy who supposedly did good work but there was visible chrome on the edges. I found a custom wrap shop that’ll guarantee it but haven’t had time to schedule it, but it did look good on my navy colored 21 with 30% tint. I’m debating on getting different rims as well but not sure on that one yet.

Most dealers have subcontractors that do tint and wrap on new cars, and because they aren't employees, the vast majority of them will gladly take side work. Since nothing is more expensive than screwing up a car with 6 miles on the odo, they're generally very experienced and have all the right tools. You might want to try "walking the garage door" at some local dealerships and see if the service folks will direct you to their wrapper.

You can also paint them. Sand using 400 grit and spray.
