What do you know about mid 80's honda emissions?

My question is this I have a 87 prelude with a egr that has a mind of its own. When on the dyno My nox are through the roof and the egr is recieveing no vaccum from "THE BOX".This happens intermittenly. Any how I performed all the egr system test with the lame test proceedures found in michell ondemand [which suck to say the least, I thought nissan's japanese to english translation was bad ] All tests came out ok all three times I tested it, My suspicion is the device in "THE BOX" that looks like an electrical version of our BPT's is the problem but I hate guessing at this. Do you know if this is a common failure on those piles? I have been able to avoid working on the mid 80's hondas for all this time, unfortunitly my advisor owns one and has asked me to look at it as he doesnt trust the other smog guy to. I straight up told him after I tested it that anything I replace at this point is gonna be a guess.
