Choked Acceleration

I find that my car winds up from take off and then spits the power out at something like 4000 rpm and up (I'll have to confirm the exact rpm). I feel like the car is choked. I hear the engine working hard and it sounds powerful, yet no take off. I'm wondering if I have a clogged catalytic converter.

Maximum acceleration [in G's] occurs at the torque peak rpm ~~4,000 rpm and declines as the HP [RPM] increases.Roughly down by 18% at 6,000 rpm and 25-30% at 6,900 rpm.
