Depending on the situation it may or may not be fair. If she was driving in another state other than her own, the regulations are different when it comes to school buses stopping and letting off kids. Here in Delaware, if the school bus comes to a stop to let off kids on a road that has 4 lanes or more, the traffic on the opposing side does not have to stop--regardless if there is a median or just a double yellow line dividing the road.
