Check engine does not come on

I have a infiniti i35 2002, My check engine light does not turn on when i insert the key and move the key towards start .. i know it should come up and go off once you start the engine .. please any one can help me understand the problem and solution is i will really appreciate it ... thanks

the bulb in the cluster is out.
