Charcoal Canister Lower hose placement

Hi, I have a 95 Q. I have a quick question. There is a hose underneath the charcoal canister that doesnt seem to go anywhere. THe closest thing it might go to is this u bend that comes out of the frame. DO they connect or are both water drains? Do I need to make sure it is facing downward on the U bend?
