changing wiper but only rubber part!

Hello.
I heared from someone that you can change the wiper but only the rubber part.
Is this right?

I think I remember you can do this for only two dollars instead of paying 15~30 bucks for two new whole set..

If I can change the rubber part only, where can I get the rubber and how do I install it?
If I can't what do you guys recommand for new wiper set? I live in Arizona, so it is hot.

You want to change the wiper insert, Go to the dealer and ask for a wiper insert for your vehicle. See the instructions included with the wiper inserts or as a service guy nicely how to do it. Shouldn't be too too hard to do.
