I won't even go into the ways a chain store slap cut can be done on rotors for $10 Profitably vs a $40 charge and still loose money but give the customer real value. The major difference is the $10 hour vs $25 labor rate + the $10 guy can run a cash register [or sell some parts at the counter]after he walks away from lathe.
The $25 guy stays by the lathe watching and adjusting [starting over if required], whereas the $10 guy just cuts excess off so he can single pass the work......................he wants to sell you a new cheapo rotor soon so he can start the whole process over.
Cutting bits can be used dull or brand new and any step between. Each 3 sided bit can range from $1 to $4 depending on quality. Bit quality set overall cut quality.
A cheap wobbly lathe can cost $2,000 a precision rigid lathe can cost $9,000...............heck brake lathe annual mainteance and repairs can cost $1000 per year depending on volume.
Standards vary, as does owners tolerance for vibration and perfection.
