I dont know why but when I drive on the highway, 65mph or higher, my CEL would turn on every so often but it never turns on 60mph or lower. Im a little confused about it. Anyone have any input on this?

Check Engine Light

Hardly ever hear of CEL on S13s. Maybe the O2 sensor is bad and only recognizes it at higher rpms or something. I'd find a friend with code reader or Advance/Auto Zone or someone to check.

Autozone won't use a reader on s13 because it's too old. I think they will do it from 95 and up or something like that. Yeah, definitely CEL is not common on s13s. It's not easy to troubleshoot CEL on s13. You should eliminate possibilities one by one starting with o2 sensor like biggie said..

I was thinking that too but I wasn't sure because my O2 sensor is less than a year old

AutoZone only does 96 and newer Domestic or foreign. I know. I run one of their store's(buy stock). Have found the forum on how to read your CEL? It is easy to do. Then when you get the code(s) you can call them and they can look up the code for you and tell you what the definition is. If it is like my 94 vert was, it turned out to keep coming up with 55- knock sensor code. Never have replaced it. Drives fine. Affect's nothing. So far. Good luck.
