yes. it is illegal to remove one on any car which came so equipted from the factory.

get a test pipe and when its time to inspect the g ride bolt the converter back on . very easy man

since you live in nc you don't have to have it anymore. either 95 or 96 and older cars don't require emissions anymore, but i would recommend that you keep it on. i lost a lot of torque when i took mine off.
