Trying to figure out if I have an issue.

I watched a youtube video on how to test CAS on my 1993 300ZX NA. According to the video the 1 degree and 120 degree signal wires should be producing 5 volts (although this test was done on a TT), when I perform the same test, I get just over 3 volts on both those wires. Even when back probing with it plugged into the CAS and spinning the CAS, it performs how it should except it only tops out at 3 volts (makes sense if the wire is only producing 3 volts).
My question is if this is enough to be a problem? I didn't know if the spec was different for a NA. If it is a problem, I'm guessing the next thing I should do it find out how much the ECU is giving those wires by testing at the pins on the ECU.
The next issue I am going to have is setting the timing. I do not see how the CAS will turn while installed in the cam. The other issue I am going to have is I had replaced the crank pulley with aftermarket unorthodox underdrive pulley (this was done YEARS ago.
