Carfax report question

Ok so I saw this 240SX and got its vin as well as ran a carfax report on it. Only thing that seemed weird was this. (I check the FAQ on carfax but no help there)

End of Carfax report:

So after it says first owner reported, in the next one 6 months later it says "title issued" (Is the number next to the date the mileage?), does that mean that 6 months after it was bought it was sold? And the guy that owns the car now doesn't have any plates on it, is this why his transaction with the dealership not show up here? Thanks
