car wont start!(tryed searching didnt find nothing)

so the idiot before me did something to the starter wires(the female plug) and it was cut. i followed it back up and found it cut wrapped up in tape next to the battery. can someone plz tell me where the wire goes to?? any info would be greatly appreciated so i can finally turn this damn car on. it is a 89 s13.
