my 99 Q45 wouldnt start this am. Naturally i tried jumping the battery from 2 different sources but that didnt work. The dash and interior lights turn on. The car would turn over AT ALL. What else could it be? a Fuse? Starter? Any ideas will be appreciated. thanks

Starter or starter relay would be my guess. Check the voltage at the battery while trying to start... it's possible for a battery to be able to power your lights and accessories just fine, but drop out under the heavy load of the starter.

Heaths on the right track. You need to confirm good voltage AND amperage before you can rule out your battery. IOW, if you are jumping your car with a small car, chances are it ain't gonna workie. Last winter I managed to leave my interior light on for 4 days. Upon return from my trip, my car flipped me off and sat there dead. Tango Uniform and all that.

Neighbor guy came over with his ittybittyshitbox offered me a jump. There was no way in hell that thing was going to jump my car, and it didn't. But, I managed to talk him into letting it idle for about 20 mins while hooked up. THEN it started just fine. But that teeny batt coupled with his teeny alt wasn't going to crank a V8 without some prep.

Did you check the blinker fluid and the flux capacitor?

Also very important is to use THICK jumper cables....the larger the gauge of wires, the more the juice flows !!!!!!

Don't forget to adjust the carburetor belt and grease the muffler bearings!

Did you rule out the ignition immobolizer system? I've seen a few 2nd gen Qs have their immobolizer system just go bad for no reason, stranding their owner and requiring a tow to the stealership.
