car wont start clutch going out? 91 s13 hatch

so my cars being weird AGAIN. It wont start unless I have the clutch at a certain point like an inch off the floor. my clutch is the stock clutch and its ready to go I just don't have the funds to replace it yet does anyone know if that would be the reason why it wont start with the pedal to the floor?

That doesn't really make sense, but I suppose it could be possible.

More than likely, however, is the neutral safety switch. This is a small button basically that is near your feet that is depressed when the clutch is fully depressed allowing the car to start.

Does your car crank with the clutch all the way in? Or just not even try to start?

If it cranks, it isn't the switch, if it doesn't crank, check the switch.

when the pedals to the floor it does nothing but turn on my cd player etc.. and it doesn't turn over at all unless its about an inch to a inch and a half off the floor. its only this certain spot too, I have to be directly on this spot or it half turns over. this only happens sometimes, it hasn't done it any so far today but I'm sure it will before the days over.

Check the neutral safety switch. Just put the car in neutral and hold it in with your hand while you try to start the car without pressing the clutch.
