Car wont start, Any ideas -Electrical?

I just found this site and have been reading the forums and i have a problem

I have a 1991 G20.

The car will not start as stated in title, here is what it does:

I put the key in and turn to start it with my foot on the brake - nothing the blue "fuses" next to the fues box make a ticking noise.

I put the key in and turn to start it with my foot off the brake - exact same thing happens, nothing and the fuses tick.

after i let the car sit while i check fuses in the fuse panel the fuse box to the left of the battery starts the buzz it is the blue eng cont fuse.

None of the fuses in the fuse panel box inside the car are blown.

If anyone has any ideas i would really appricate it. If it helps the batt is putting out about 12.6 volts when i test it with a meter.

the ticking you here is a relay of some sort perhaps even the starter solenoid.....12 volts at the battery doesn't mean anything since even an almos dead battery will give you12 volts....have someone take that measurement when you try starting the car and hear the clicking noise.....i would start with the basics...does the lights turn on bright and does the horn work? if not those are classic signs of a dead battery....or a battery not making a good electrical connection.........try taking off the battery terminals and cleaning them and finally if the battery is over 5 yrs old its time to replace it good luck bob

I tryed to crank it and watched the meter, it looks like im not even getting to the battery, the voltage doesnt change at all when i try to start it, could this mean the starter solenoid could not be working at all?
