Car won't run. Displays T/M Failure

Car won't run. Displays T/M Failure. Then multiple alarm icons flash, display goes dim, and then dark. I checked the 12v b volts) battery with a meter and it is essentially dead (7 volts). I tried jumping it with a good battery, but the errors still persist and the car won't run at all Help!
