Car will not start

I have a 1990 300zx NA 5spd Recently had an engine swap done using a 1991 engine and car will not start. The car does crank over. New efi harness, new ptu with harness. Checked the Cas and spun it and could barely hear injectors tickand could hear the fuel pump go on, have 5-0 volts when I tested the cas per manual. I have 12 volts of power going to injectors. Checked fusible links, fuses and all relay for continuity including the starter relay. Checked all major ground points. New battery terminals, The battery is fully charged yet I do not have power going to the coils when the ignition is put on the on position and i'm getting no pulse on start up.I don't have the 12 volts needed trip the ignition relay or the EGI relay. I barely get 5 volts. I have minimal voltage on the relay side as well. The ecu gave me error 21.In others words the egi and ignition relays are not tripping because of low voltage in the relay box. What can I do to remedy this problem?
