Fastest way to level would be the 5 min car washes. And when you go to sleep just pick somethings that like 10 or 8 hrs. jobs expire double the time it takes. So if you your jobs take 10 mins you have 10 mins after it done to claim payment, or they leave without paying.

easiest way for money is just racing people. 500 a win.

Yea only people you actually play are worth racing, 25 not to bad, you can race 1 person 10 times a day.
So if a buddy and you get together and he lets you win 10 of his races and the 10 you send him thats 20 wins +10k in a day.

I just kinda got people to give me their pass to just do it myself.
