Ok guys, I've been battling this problem for some time now:

When driving up hills at low throttle my car hesitates and more often than not it stalls upon release of the throttle. The idle is near perfect, except for a cyclic hesitation (rpm drops by 100 max)

Under any other loads the car runs nearly perfect, a/f's are spot on with the occasional fluctuations . I thought changing the plugs would help and it did, for a day.

I asked everyone on this forum to look at my plugs to evaluate whether I was running rich/lean/stoich. Most everyone here said the plugs looked good(which was my impression).

At idle Vacuum ~ 19.8-20.5a/f~ 14.7-17

Besides a boost leak, can an exhaust leak cause this? Occasionally the bolts from turbo to dp loosen up, but tightening them doesn't completely

Do you have the bov on the cold pipe or the hot pipe? How do you have your IACV hose routed? And do you have a fuel pressure regulator?

BOV is on hot pipe. IACV hose is right next to the throttle body. No fpr.
