If I hold the throttle the car will rev itself up and down about 2-300 rpm. Its a huge annoyance while driving. What could be my problem? In nuetral or with the clutch in of course. does the same thing when i hold it steady by hand under the hood with the throttle lever itself.

Adjust the TPS to spec. I know you probably already did this in many of your other repairs you have been doing lately. I have that problem with brand new cors when doing a test with consult it requests you to hold the throttle between 1800 and 2200 rpm. And in some instances when I try to maintain that it bounces up and down wel above and well below that range. It is very difficult to find that sweet spot to keep the throttle steady. I suspect if you adjust your tps voltage down slightly it will remidy that.
