Car problems

Ok i've been away from the site for a while, but I have a few questions. My car, which is a 92' coupe has a few problems. So whenever I start my car my headlights, taillights, dome lights, and my dash lights don't work until I rev the engine up to about 3k RPM. Sometimes the HUD doesen't work all the time and my brake lights are on all the time. So im thinkin all these problems are related b/c when I bought the car it had a hole that i could( and still can) fit my head in. So im thinkin rain could have had a factor in this. Anyone have an idea?
