Start with the wheel balancing. Chances are they didn't balance properly and the shake is from the balance.
Are the new tires you put on actually new tires, or are they used? Used tires can be bad sometimes.. if they have been sitting for ages they can get a flat spot, or the tread can have some separation issues, you can get "cupping" or other strange wear. I bought a pair of used tires off a guy on craigslist last summer.. thought they were great because they had a ton of tread, and they balanced fine on the machine, but they were terrible on the road. I took it to a tire shop and the guy finally ran his hand across it and noticed that it was uneven.. he said it was "ply separation" or something like that. So it was a junk tire.. what a waste! Now I'm more careful about buying used tires!
Anyhow.. check tires and balance first. Then get the alignment checked if you still have an issue.
