When you take the oil cap off, you arent creating a vacuum, you are destroying one. (You wouldnt create a vacuum in the crankcase by opening up a gaping 2 inch hole in the valve cover!) Anyway the crankcase is at a very slight relative VACUUM compared to ambient, when you take off the oil cap you are increasing pressure in the crank to equal ambient pressure, allowing unmetered air into the intake via the pvc valve, which causes an over-lean condition which is the cause of the stall.
Q. "Doc, my arm hurts when I go like this. What should I do?"
A. "Dont go like that."
= solves the problem. Leave the oil cap on. No reason to run the engine without it other than to watch the camshaft spin.
