Car Clicks, but does not Crank

Last night, my buddy attempted wiring harness. and by his words which I trust, he said that the wiring is correct, which was copied off from http://www.heavythrottle.com. But the problem with my SR is, why is it clicking with a new battery, and yet it's not cranking. We also tried tapping the starter, but that didn't effect anything. We also tried running the car and starting it, it still didn't work. Any Idea???

If he knows the wiring is correct, why doesnt he uplug the connector at the starter and test for 12v+ when you turn key to start?

What is it that is clicking? Is the clicking coming from the starter itself. If so, then the harness is indeed ok. If that is the case, then check that the positive cable going from the battery to the starter is connected clean and tight. Also check the ground on the intake manifold. Same thing - clean and tight.

EDIT: About that ground: I'm not sure where it is on the SR, but it's the one that comes directly from the battery tray on a stock S13.
