Its hot as hell here in NC, and even though I have a vert, I need some a/c. Ive looked and seems to be the only thing im missing is the belt. Would simply adding a belt and charging the system be enough to have a/c working if everything else is in working condition?

Yes, should be fine as long as the system hasn't been opened and then the dryer would need to be replaced as well.
