Cant read CEL codes after DE swap?

My CEL light came on the other day for the first time since the swap. So I go to read the codes, but the red LED just stays on. It won't go into diagnostic mode. I also won't reset the CEL light.Now I know the ECU used to before the transplant. Could this have something to do with the body harness splicing? What's going on with my ECU?

Edit: I used another ECU, it removed the CEL for now, but it still won't go into diagnostic mode? Any of you with a DE swap are you able to set your ECU to diagnostic mode?
