cant get idle right

yesterday i redid my timing and followed the directions to a t. but when i twist the idle screw in or out it does nothing. does not seem to raise or lower it. i have it all teh way in and its still idles at 1100-1000. waht could be causing this??

(btw i have a 91 240 ka24de)

vaccum leak somewhere could also be your FICD is stuck open.

where is the FICD?? what does it stand for?

F-astI-dleC-ontrolD-evice could be a wax kit that physically opens the throttle plate or it could be a electric bimetal air valve which would be right nevt to the idle valve. this component is for cold starts. the wax kit would be on the throttle body.
