cant boost higher then 16 pounds.....

alright so wierdest problem started a week or so ago. my boost dropped off to ~16 pounds. before i was able to hold a solid 20 in all gears. ( before anyone brings it up. theyre aftermarket turbos - T28 and i have 555cc injectores and the supporting chip) it jsut randomly stopped boosting as much. and the power difference is quite noticeable...

so i know this problem scream boost leak. checked checked and checked again. with pressure and also smoke. the entire system can hold at least 25 pounds for an extended period of time. so that led me to boost controller... its an apexi AVCR. so jsut to see i took off the lines to the actuators and then took it easy to see if the boost would go higher. nothing still only 16 pounds. so i checked compression. i just assembled the motor 2 months ago so i wasnt thinking it could be and test confirmed... ~160 psi every hole....
the car runs great. jsut as smooth as it was and everything... but man this has realyl stumped me. ideas anyone?
