Can this part of an 89-90 bumper be repaired?

More specifically, can the piece of urethane that connects the bottom 'lip' and the middle piece (that says nissan) be fixed if it has been broken?

I wish I could explain this better. It's the piece that alot of people remove when they put intercoolers in.
