Can the plastic cover over the instrument cluster be swapped ?

Yes... I have also had great success bringing one back from the dead that was really, really, scratched up on an eBay junkyard cluster I bought using Novus plastic products. http://www.novuspolish.com/

I would highly recommend taking the cluster out and taking the cover off before polishing it, so you don't have a car or cluster full of polish dust.

was just looking, and the odometer/speedo can be replaced seperate from the rest of the cluster

Yeah I did it I think it can be done w/o dropping the column, if you don't mind bending/massaging/tweaking the panel just above the column. I got squeamish twisting it out of there. Just looked at it the other day, wondering why it was such a B**** when I took mine out.

I just stared at it...kinda spaced out like...
