Can't up the boost on 180sx please help

I have a 180 sx that im working on with the sr20 det swap and for some reason i can't turn up the boost. i've put in a boost controller connecting from intake pipping to wastegate with boost controller in between and have cranked it up and for some reason the there is no difference in psi? I have even re ran all his vacume lines to the same way i have my set up in my 240sx sr20 det and my i can turn it up np to 15 psi but on his wont go past 7psi. He also has some things that are on his passenger side of the engine (realizing its right hand drive) and have never seen nor able to get pics of these components .

Still have the stock boost solenoid? If so it might limit the boost.
