First, check the rollover cam in the latch to see if it somehow got stuck in the "latched" position with the hatch open. If so, the cam will be on the wrong side of the striker to allow the door to close. You should be able to force the cam back to the "released" position with a large screwdriver and at least get the door closed.
The Rogues all use geared cinch motors in the hatch and not solenoids, so a dead motor stuck in the "release" position will also cause the hatch to be un-latchable. In that case you'll find the cam stuck in the released position instead of the closed position. It won't be a fuse because the cinch motor is driven directly by the BCM, other things would be inoperative if it was a power issue. So it could be a bad motor ground, a bad motor, or a broken mechanism. The wiring diagram is on page DLK-113 here, and the rest of the system info is in the DLK section:
