Can't go over 2700 rpms. Almost like there is a rev limiter there.

I have a 90 240sx with a ka24de. I have owned the car for over a year and the other night while I was driving down the highway, the serpentine belt that controls the power steering and fan broke, so I got that replaced, now when I start driving, there is a burnt oil smell, and the car is unable to go past 270 revs. I checked the spark plugs, and they seem corroded. I cleaned them as best I could, which wasn't too good, but it seemed to help the rough idle. I'm wondering if any of these are linked and thinking that the rev problem is possibly electric.

Will sometimes go past maybe up to 3500 or 4000, but promptly drops back down.

You are amazing. The belt, when it snapped, must have hit it. I reconnected it, and it seems to be running fine, though the clip holding it in is destroyed, so I will have to fix that. Thanks, again!
