Can't get the fan belt on '92 240SX

I was replacing the water pump and had to of course remove the fan belt and pulley to get to it. Well, once I had replaced the pump I thought I would go ahead and replace the belt as well. I have never replaced a belt before so I was following the Chilton guide and loosened the nut and adjusting bolt on the Power Steering pulley. However the pulley won't budge. Is it supposed to move easily or is the pulley stuck? If it isn't stuck how much force is needed to move the thing and where should I apply it? Thanks!

behind the pulley there's a bolt that will let the pump rotate around. Get the holes in the pump lined up to that bolt and get the socket to it.
