Does anyone know what that cover is called and what is it for?

I found it opened a day ago when I returned back to my car parked on the street.

I was in a hurry and didn't take a picture while it was opened. I just pushed it back in.

The car seems fine. But I was wondering if anyone was trying to steal anything off the car through that cover.

It's the cover for the tow hook hole.
