Can someone check voltage on this wire?

I know its no small favor to ask.. but if anyone is sitting around doing nothing or toying with their car today..

Could you please check your voltage on the Red wire/black stripe going into the ECU? (S13 SR20det Blacktop) Redtop will probably work too. This wire I think, is the ECCS relay wire and i have very low voltage on it. Something around .48. This is with the key in the ON position.
