Can somebody help me find this obscure part?

So, you have a backseat. And on that back seat is an armrest that folds down. And on that armrest is a little lever that you pull to open up the armrest. I have the lever but there it does not grab onto anything? I am assuming that it is some type of metal or plastic piece that snaps in place? Thoughts?

I think so, 14 is the top part that clicks down on 16. You see there are the two cup holders and then a little square area where the "clipping" hardware should be. Mine is just empty... I will reach out to them and see if they can help me out. Thanks for the pics!
