Can not start need some help !!

I have a question for my sr20det ECU, I had done the 89-94 s13 black-top sr20det swap into 96 s14 class and finished wiring but it can not start , the problem it's 4 spark plugs only one is work the other 3 is not respond, and then I check the wire and fuel injector are good the technician said maybe the problem is the ecu but they are not sure that, so do I need to tune the ECU and reprogram the ecu or any problem with that ?
