I read someplace that they required 14 volts. Would hooking them up to a 12 volt car battery be done.

sure, when you shut your car off and turn on the ignition to start it your fans could start if the engine temp was high enough

How could testing the fans on my car, denote if the fans on a salvage car are working?

Yes, you can. Cut the connector off. Strip off the insulation, touch to battery, and you're good to go.

14v is alternator power. Carrying a charged battery to the JY is fine (make sure you let them know it's yours when you roll in).
